2004 engine fan clutch replacement

I am in Baja Mexico and my AC isn't as cold as it should be. I took it to a mechanic and he found the freon pressure to be fine but found that the fan in front of the engine (by the radiator) was free spinning when the engine was running. he said the fan clutch was not engaging and needs to be replaced. he said this may be effecting the AC and may also cause the engine to overheat.

I told him I'd come back in the morning. Does anyone know if what he says makes sense? If it's a legit problem I'd rather get it fixed in Mexico since it will be 1/10th the cost of the US.

It is legit....had mine replaced last year....
