Sounds like you need a new hose, or your are in desperate need of a new air filter?

Ive replaced air filter and I have ordered a new hose but have never had a hose do this before. Usally you can feel the hose inflate with the air presure not with this hose.

Does the turbo spin at all?? If a bearing has frozen up the engine could be sucking the hose closed.

You said it was the turbo intake hose which would be under negative pressure? So which hose is it? Inlet or outlet?

Its the intake hose from the charge air box. Its being sucked flat. On the engine intake not the air filter side.

Well, like Mendon said about the turbo, or maybe a plugged inter cooler?
